* 女帝 = furigana says "じょおう" BUT jisho.org says it should be "じょてい" that "じょおう" = 女王 AND my computer agrees. It doesn't matter though, it all means queen, empress.
* になる = become/will become
* 資格 = しかく = requirements, qualifications
* を = o = particle, links a direct object to a verb. you eat the fish. drink the juice.
* 得る = える = get, acquire

(she will become the queen if she fulfills the necessary requirements...)

(on Earth... she must be tested on her popularity.... up north? what the hell?)
